CLASS IV-V 90 miles
Approximately 5-6 miles downstream from Wildcat bridge the Blackriver crosses the boundary of the FT Apache and the San Carlos Apache Indian Reservations. In the 2009-2010 tribal regulations on page 22 ''Whitwater Rafting Regulations Salt River Canyon only''. This would make Blackriver closed to whitewater rafting. Both tribes have active law enforcement officers, so don't chance it. Says

Point section of Black River - & East Fork in Apache County is 90 miles long and it is classified as a class IV-V section by American Whitewater. You might have to settle for a hotel a bit away from the river if you want to stay the night, and if you make reservations in advance
you're all set. Getting a good workout and just being out on the river for a while will make you glad you came. There's camping available near Black River - & East Fork. Now this is a pretty long section, perfect for a real wilderness adventure. The rivers for whitewater rafting and kayaking here in Arizona are often tougher than in other states, so if you're not from around here don't forget that rivers here are not as easy as elsewhere. When you're paddling down a Mogollon Rim Mountains river like this one you always get great scenery along the way too.
The Below Wildcat Point section is the only paddling section along Black River - & East Fork.
