I've paddled from Katherine Lake to the St. Louis River and there is plenty of river to paddle besides the section from US 53 to US 2. The top section, from Katherine Lake to Lake Co #2 is an especially wild ride, and I've only done it once, but the drop is incredible, sometimes like a logging flume. The scenic beauty of St. Louis County     and the cool fresh water have people coming here. A bit of exercise and a chance to spend some time outdoors will make you glad you came. You can pitch a tent or park your RV at a nearby campground. No matter if you're whitewater rafting or kayaking this is an area with not too many other spots for that. The US Route 53 to US Route 2 stretch is the only paddling stretch along Cloquet River. The put-in is not too far from Duluth, there's a road map further down the page with more info on that. Whitewater rafting and kayaking spots in this state tend to be more challenging than the national average, so better not forget that rivers here are not as easy as elsewhere. You can enjoy this stretch more if you take your time, so pack your camp stove. There aren’t any hotels right nearby but if you're willing to drive a short distance   then no problem but you'd better reserve in advance because these hotels fill up quick.
