Regarding fencing a river: My understanding is that Texas defines and states in statute: that the definition of a navigable water way is the same as Federal Law, which is pretty clear that the land owner only owns up to the Normal High Water Mark. We who live along the river have no right to fence or deny access to any persons below that same high water mark. We do Not own the water, the river bottom below the Normal High Water Mark, nor |

do we own the fish or wildlife. These people either don't know the laws, or don't care. Has anyone approached the Corps of Engineers? Many of these guys often fail to realize that messing with the streambed requires a 404
| permit from the Corps. We like to float the Elm Fork of the Trinity, and a nearby farmer has just erected a 3 strand barb wire fence across the channel. Woe be to the first floater that gets hung up in it. Guess I will start with Corps for relief. Any ideas? Says M. Cavanagh

This section of James River in Mason County is 18 miles long and is according to American Whitewater a class II-III section of whitewater. The nature scenery of Texas and the cool fresh water will make you feel great. This section has enough mileage for an overnight trip, so pack your camping stuff. The campgrounds here at James River are pretty good.
