It is important to note that a good part of the year the Fuller Bottom to San Rafael campground stretch does not have enough water flow to paddle. Check the flow before you make plans. Says J B

The wonderful Utah scenery and the playfulness of the water will make you feel great. If you're coming from Price it's not a long drive at all to the put-in location, please print out a copy of the road map further down the page so you won’t
    get lost. The Fuller Bottom to San Rafael Campground stretch of San Rafael River is 20 miles long and it is classified as a class I-II section by American Whitewater. If you have the time you can make this a two day trip,
so go ahead and pack your camping stuff. Not too many hotels nearby, you'll have to drive a bit to get to one, but you'd better reserve in advance because these hotels fill up quick. Whether you're whitewater rafting or kayaking around here you won't find a large number of other spots. There are campgrounds quite near the river where you can camp. This river system has a few good paddling sections and the Fuller Bottom to San Rafael Campground  
section is one of them. Getting some good exercise and just hanging out with mother nature have people coming from far and near. The average whitewater rafting or kayaking river tends to be a bit easier to master in this state than those in other states, so if you're not from around here don't forget that rivers in this state are less demanding.

Briefly about the general area:
Virgin Spring Canyon is in close proximity to San Rafael River and is unquestionably a great place to have a look at. During the warm months highs here at San Rafael River reach the 80's, and all through the night it cools down to the 50's.
