Horner is a great run with 3 major drops from 6 feet to 10-11 feet, the only problem is the take out. First you could carry the mile and a half out a trail on river left, or go under interstate 275 through a 100 yard long tunnel scout the tunnel first for strainers, third you could walk several hundred yards up to 275 and get out on the interstate shoulder. With all this in mind you might as well say forget Horner and head for Halls creek
    or Hershel run. Both have way easier put-in's and take out's Says Tim Richmond- Dagger Dave

Whitewater rafting and kayaking spots in Ohio tend to be more forgiving than the national average, so if you're not from
around here don't forget that a lot of the rivers in this state are suitable for beginners. The put-in location is a short drive from Cincinnati-Middletown, please print out a copy of the road map further down the page so you won’t get lost. This stretch of Horner Run in Ohio is 1 miles long and is according to American Whitewater a class III-IV section of whitewater. This stretch is very short so better bring some good walking shoes. The  
scenic beauty of Ohio and the playfulness of the water will make you feel great. A bit of exercise and spending some quality time in nature will make you glad you came. The Cook Road to I-275 section is one of a few paddling sections in this river system. No shortage of good hotels, but you'd better reserve in advance because these hotels fill up quick. And of course, there are campgrounds nearby. Since you're on this site you are probably into whitewater rafting or kayaking, either way in this general area you'll find lots of paddling rivers.

Briefly about the general area:
Places like East Fork State Park are nice to check out, and the Lakeview Trail is a perfect hiking trail nearby.
