Attempted to try this with Redbank Valley Outfitters Last year. Jeff informed me that it is a hit and miss float, according to rain. We litterally switched boats and floated the Mahoning with them. Cowanshannock is very fun in a kayak.  Numerous drops ranging from 2-4' and plenty of holes to play in. 
Tight lines both above and below the bridge.  Haven't done Buttermilk Falls yet.  I'll let you know how it goes. Says Joe

The sections for whitewater rafting and kayaking here in Pennsylvania are often more forgiving than in other states, so if you're not from around here don't forget that many runs in this state are very easy. This stretch
 
of Cowanshannock Creek in Armstrong County is 11 miles long and has been rated as a class IV section by American Whitewater. No shortage of good hotels, but if you don’t have reservations you might end up sleeping in your car. You might be into whitewater rafting or kayaking or both, doesn't matter, in this general area you'll find lots of paddling spots. If you have the time you can make this a two day trip, so pack your sleeping bag. There are a few other sections in this river system that can be paddled as well. You can pitch a tent or park your RV at a nearby campground.
