I don't know much about whitewater (I camp and fish) but I do know this stream. There is an 82' falls (Thunder Falls) on the stretch mentioned and it is no where near Hood River. Closest town is Packwood WA just outside Mt Rainier NP. Hope this comment helps. Says Tyler McIntosh (see picture)

This section of Summit Creek in Lewis County is 5 miles long and it is classified as a class V+ section by American Whitewater. The put-in
    location is a reasonable drive from Hood River, please print out a copy of the road map further down the page so you won’t get lost. The wonderful Washington scenery and the water flowing gracefully down Summit Creek are
in themselves reasons enough to come here to paddle. There are some good sections to paddle in this river system, the Soda Springs to Highway 123 section is one of them. On this section you do get some distance, it's perfect for a one day trip. Whitewater rafting and kayaking in Washington is often more difficult than elsewhere, so if you're visiting here do keep in mind that many of the rivers here are not very forgiving. Getting some good  
exercise and just being out on the river for a while are great reasons to come. You might have to settle for a hotel a bit away from the river if you want to stay the night, but you'd better reserve in advance because these hotels fill up quick. Some people prefer whitewater rafting and some kayaking, either way this area has a large number of paddling spots. Whitewater paddling here in the Northern Cascade Range is a great experience. You can pitch a tent or park your RV at a nearby campground.

Fish Ladder Falls is a delightful local attraction; you'll meet a lot of folks from Packwood here.
