The dam at Shopiere is no more, it was removed quite some time ago. I'm not sure just when, but it's benn at least a couple of years ago Says Don B

The nature scenery of Wisconsin and the playfulness of the water have people coming here. The starting location is a reasonable drive from Janesville, as you can see on the road map further down. Whitewater rafting and kayaking spots in Wisconsin are easier than the national norm, so you'd better keep in mind that many of the rivers in this state are not very demanding. sections and the Shopiere section is one of them. You might be into whitewater rafting or kayaking or both, doesn't matter, around here you won't find a large number of other places. You might have to settle for a hotel
a bit away from the river if you want to stay the night, but do book a room before you come because it is a very popular destination. This section of Turtle Creek is 4.7 miles long and has been rated as a class I section
by American Whitewater. Getting your paddling muscles activated and just hanging out with mother nature are great attractions for lots of people.
